Here is a head-scratcher.... my partner's iCloud Drive folder on her iPhone (and also reflected on iCoulddotcom) is missing the "default" Pages folder for her Pages documents. Not sure if she deleted it accidentally (no evidence of that) but despite uninstalling and reinstalling Pages to her...
