Hi there. The settings your looking at might be for iTunes content only. Check your settings for the E! app itself and see if the app also has a cellular data streaming settings.

It depends on the model. From what I can tell, the 5C with model number A1532 is LTE unlocked and should be able to operate on AT&T's network. I'd would actually speak to someone at AT&T just to be sure.

We noticed this problem with several mac we administer at the school at which I'm employed. The fix was to go into Setting -> Reset -> Reset network settings. This will cause the device to reboot. After that, you'll need to reconnect to your wifi network.

If you cannot remember the passcode, you will very likely have to wipe the device using iTunes recovery.
