Yes that's t-mobile and AT&T. I wonder why they didn't go for A1661. A1661 will work with all US carrier.

Yea I have no clue why these carriers do what they do. In reality it was such a hot item they probably just sent what they had.

1784 is the intel modem vs 1661 which is qualcomm. They were trying to squeeze out extra margin from the GSM phones

If the device is paid for in full they have to unlock it - it's the law. The reason the wouldn't unlock it is because it's not paid off.
