Why does my MacBook Pro have the wrong time of day after sleep?

MacOS 10.13, 2017 15" touchbar, 8GB/256GB with FileVault, 2.8GHz i7

I upgraded to High Sierra this week, and now when I close the lid to sleep at, say, 1:30 p.m., I open the lid and TouchID in, and now it says it's 8:30 p.m. If I go to Time and Date Preferences, I can unlock the control panel, but "Set Time and Date Automatically" is disabled, stuck checked on with an address of 172.16.120.2. I can't uncheck it, and I can't change the clock with the manual controls. When I go to "Time Zone," the location option is unchecked and disabled, and I can't click on any other time zones.

Thoughts?

That's odd, you are the administrator, right?

After unlocking the section it should let you change, tick and untick the automatic timezone. Try the basic, restarting the computer, sometimes something as simple as that can work.
