I suggest spending the additional $179 if:

a. money is or will not be a problem
b. if you need the additional storage

It's really all about battery life. The new 11 inch gets like 10 hours. I'm lucky to get 6 from my 2012. I still love it though, so if battery life isn't that crucial and you can get away with 64 GB of memory, save the money, because performance is practically identical.

Thanks for the help Apple makes it very hard to make a decision because I feel like if I step up to 949 might as well get 13.3 for 100 more

What will you be storing? Do you have a lot of media? Keep in mind that the OS will take up part of that 64gb.

The OS leave like 40 GB on the flash drive of my 11 inch 2012 air. Get the size you want, don't focus in the price. I got an 11 inch because that's what I wanted, not because it was cheaper. You will regret not getting the size you really want. If you want an 11 inch and battery life and storage isn't your biggest concerns, get the 2012 11 inch.

I have a mid 2012 MBA 8 Gigs of RAM
I would definitely go for the 2013 for the battery alone.
Again, if you can afford it, pop for the extra 4Gigs of RAM for $100
Storage has never been an issue for me since I save almost everything to the cloud. So I got the smallest storage available.
Good Luck
