Factory reset Mac Mini.

I bought a mac mini from a pawn shop. I have the password for it. It still has the previous owners data on it.
How do I factory reset it?

I got it. Found an article on iMore. Am installing High Sierra now.

With this Mac mini, the ethernet port is disabled or just not registering input. How would I resolve this?
