[HELP] tweak that fully loads apps into memory before displaying

Hi I am after the name of the tweak that fully loads apps into memory before displaying them to avoid the transitional black screen of nothing while the app loads (this is especially prominent when opening settings). If you know it's name please Let me know.

I honestly doubt this exists. You seem to be ignoring what this app would do. You're worried about momentary black screens. You're forgetting that when you tap an icon, you expect a response. This app would negate that response. When you tapped, nothing would happen. Your instinct would be to tap it again. It's the same reason that Windows prioritizes keyboard/mouse input. Programmers know people aren't patient enough to wait for the input to register unless they see a response.
