Why isn't devices showing up to pair with my device via Bluetooth after 8.1 upgrade and jailbreak?

after 8.1 upgrade and jailbreak my bluetooth shows on and discoverable but no devices show up to pair with. iPhone 5s.

1. Are the devices you're trying to pair with set up to receive the connection / are in discoverable mode?
2. Reboot both devices.

I have tried rebooting with no change. I tested with a nonjailbroken iPhone and it connected just fine. I'm thinking the jailbreak messed it up but I've never known a jailbreak to do that.
