All you need to do is long press on the home screen once it's installed.

First of all you need iWidgets
After that, just like Septembersrain#AC said

All you need to do is long press on the home screen once it's installed.

If you downloaded a file and not from Cydia, then you have to put the right files to the right path (via iFile etc.):

• Place widgets in /var/mobile/Library/iWidgets
• Preference file is /var/mobile/Library/Preferences/iWidgets.plist
