That's the lion d'or theme. Look for it over at modmyi.
It's a very hands on theme though, just so you are warned. It's not like a one button install

This may be a stupid question and sorry if it is but how do you guys get different docks (other than using classic dock?) I've never been able to get winterboard to ever change the dock no matter what I do or what theme I use.

I believe you have to have classic dock installed then go to winter board and check the dock you want from that theme and then respring.

This never works for me but the next time I find a theme that has a dock that I want I'll try it out. Thanks for the help.

Yup just bought the theme wround and the docks didn't work .

I wonder if it's a winter board thing right now because I have screen shots from when I had 7.1 jail broken and my docks did change.

This was one of them and it was my favorite look.
