Safari not working on Semi-Tether boot

Hi
I have the 6.1.3 semi-tether JB and I need safari so I turned on the Patch Safari option which said it would allow safari to work on semi tether boots. I had to boot up semi tethered earlier but safari wouldn't work.
Anyone know why this is the case?
