Semi-tethered means every time you reboot you lose the jailbreak until you attach it to a PC/Mac and run a program.

Just for clarity :-

Tethered: This type of jailbreak requires a connection to a PC/Mac every time you reboot. Otherwise the device ceases to function as desired.

Semi-Untethered: With this type of jailbreak, you may reboot without a PC/Mac handy however you will be unjailbroken after each reboot until you hook it back up to a PC/Mac.

Untethered: This is the most desirable type of jailbreak. You can reboot any time you please, all the while keeping your device fully functional and jailbroken.

Glad I got my iDevices on untethered jailbreaks while the opportunity was around! The next untethered jailbreak probably won't be before iOS7 which will be at least September or so.
