I never noticed the option to "restore as new" during the update.. I must of missed it?

You don't see it if you update. You only see it if you restore.

You restore and when prompted either on the phone or in iTunes, select set up as new.

I am still running on a back up since I first jailbroke? I don't have any issues but probably will do a fresh when I do update. I have not updated to 6.1.2 cause what's the need? They add anything? I am fine till they add some features I want to go through all the jailbreak stuff again.

I've been umming and arhhhhing about this option since this iPhone 5 is my first ever iphone. I coming from the android modding community so naturally I jailbroke as soon as possible. I have restored the phone twice now from backup, once non jailbreak and most recently jail break 6.1.0 to 6.1.2 and what I did was before I backup I removed most jailbreak tweaks. Just left a couple, but thought it best to get rid of most. So I backup and then restore to new 6.1.2 and re run the jailbreak, restore my tweaks manually and everything is fine. Been running for a week and no problems!

well there was an exchange bug issue fixed with 6.1.2. my theory is why not have the latest update provided by Apple while there is a current jailbreak for it too?

before you know it this option will no longer be there and who knows for how long
