by that I mean, can you save your home screen and other screen icon layouts and have multiple "profiles" with different icon layouts?

I see so many different theme layouts but I've spend a lot of time making folders and arranging all my apps that I dont want to waste time moving and rearranging my apps over and over again.

That is the one you want. There is also some additional explanation of the features in that app (which will not generally be apparent unless you tinker with it quite a bit) in an active thread I started about the best profiles app for iOS6. I found the comments helpful for me to understand Backboard and I like what it does.

If it's in Cydia, it works with jailbroken phones. You only need to worry about the iOS compatibility.

Springtomize will save your "state" as well. You can have multiple backups and restore them as you like.
