Cydia Error

I'm Back! I haven't found a solution to this problem anywhere but I keep getting error in the picture and I can't get anything installed. iPad 2 iOS 6.1

Try refreshing your sources and then downloading something simple like activator or sbsettings and see if they work.

It didn't work but I do notice that all of my installed packages arnt showing up in Cydia.

Since you're already at this point, uninstall mobile substrate, then start over with tweaks

Well something is clearly wrong?
Maybe starting over isn't a bad idea.

Try booting in safe mode again and see what your cydia is looking like

I have been in safe mode and these errors still occur and my packages still don't show up.
