I saw the same thing and thought that he was only telling developers that may actually create jailbreak to download that. I don't really want to download another messaging if it's not necessary.

Well, he does say everybody, so I'd grab it to be safe. Just keep it in your itunes library to be safe if you don't want it on your device.
