I decided to jailbreak my iPad to see if I wanted to take the time and do my iPhone well I don't know if it's the iPad or what but it seems so have a lack of themes or I'm just not doing it right!

You have to download winterboard and themes from Cydia.

Don't know about the iPad, however there are a lot a themes for the iPhone.
