Well, I found some in iFunia iPhone column, titled "Free iPhone Themes", you also can turn to mbtheme.com~

If you google "Top Winterboard iPhone themes" you get several articles with top 10s and the like. Many list the same themes. I've found some cool ones that way.

I second macthemes.net. There's stuff there you can't find anywhere else, and it's ALL quality.

Right now I'm using REDDIMblue-HD, which I got on Cydia. I've customized it a lot (eg, changed wallpaper, deleted loading screens), but I like the overall look of the theme.

Here's a screenshot of my homescreen, although I've made a few more changes since I took this screenshot.

Avenue B-HD is a good theme and so is i2HD but it donation ware.
