    Are there any apps or tweaks that allow you to download an mp3/mp4 and make it a ringtone, directly from your phone (with options to cut and edit the mp3 to end at specific points)?

    You could also use audacity (pc application, not iOS.) It'll let you edit any audio file you want, so you can crop your ringtone. Best of all though, it let's you save you're changes in any audio file format you like. Change from .mpeg or .wav to .mp3 or w/e easily. It's a handy tool to have on your computer, never know when it'll come in handy.

    Try ToneFx or Ringtone Converter. Either one should do the job.
