IMEI Lock-How to know

Got my 3G unlocked and jailbroken but recieving no operater coverage...(Meteor Ireland)

I think,and the guy who unlocked it thinks,that it has been IMEI locked from the provider who originally sold it 02-IRL.

How can i tell?
Is there a fix/unlock?

Have found out that the phone has not been locked by imei number from service provider.
