teethering on iphone. Who and how often?

It is my understanding that you can only teether your iphone if it is jailbroken. How many are actually doing this? Is it just for a quick check or are you on surfing the web for hrs? Do you think AT&T would know that you are doing this and could AT&T charge someone?

On the latter question, anything is possible.

On the former question, lots of people aren't, lots of people are. I'm sure they use it for any reason and length of time you can imagine.
