Nvm Mine is jailbreak I was wondering can I connect my iphone to computer and download themes like that if they are on modmyi.com but not on cydia.

Yes, you can do it through a WiFI connection using a Secure Shell program.
If on Windows use WinScp
If On Mac use Diskaid.
