Is a iTunes gift card balance transferable?

My Mother in-law recently passed away. We just realized that she has a $13.00 credit on her account. Does anyone know if it’s possible to transfer it to another Apple ID?

As I reviewed the Wiki article it states that custom amounts must be between $15 and $200. Perhaps you could add funds to her account and then transfer them to someone else.
You could also gift items (apps, movies, books, etc) using the share buttons in iTunes/App Store.
