Sharing songs

Is there a simple way to share songs from One persons iPhone to another persons iPhone without making a playlist on a desktop & syncing?

Via the Music app, simply select the ellipsis (...) while a song is playing and then select “Share Song”.

Does that other person have to pay for that song again or not

If they have an Music subscription, they’ll simply stream the song you shared. It’s the same for playlists.

If you mean by sharing that the other person gets a physical copy of the song that was initially purchased by you, then you’re out of luck. You can’t share those on an iPhone.
You can, however, like Just_Me_D suggested, share that song from the music app and the other person will be able to listen to that song via their Music subscription.
