iTunes not syncing with either my iPhone or iPad.

As the title says: iTunes won't sync via cable or over wifi. I have tried restarting my MacBook, iPad, and iPhone. I deleted all the backups for the idevices. I reset the warnings. I cannot transfer any of the apps off either. What am I missing? OSX 10.10.4 on my MacBook and iOS 9 on the two problem children. iTunes is at 12.1. I know there is 12.3 out and haven't grabbed it yet. I don't see that as an issue as this a reoccurring issue I have had on all idevices and iOS version back to iOS 6.

I had another iPad that I got to transfer purchases. After that I thought maybe the phone/iPad that were not working would now transfer, nope. The other iPad is iOS 8.

Well, it is either the devices or an iOS 9 bug. I'm thinking reaching out to Apple Support is your best bet at this point.
