TV section on iPad 2 not working

The TV section of the iTunes store on my iPad 2 is blank and Apple says it has to do with my iPad nope it works but the hole iTunes works but the TV section does not work on my iPad 2 , how to fix it. FYI did a restore and did that work NOPE

Could it be a Country issue? Are you in the US or Canada, or somewhere else? Are you sure Apple has the rights to distribute movies and TV in your Country?
