Why is my notification center stuck halfway down on my ipod touch 5th generation?

Home button is not broken but I cant use it for anything other than siri. The notification center blocks the "swipe to shut down' button so I cant shut it down. Ive tried restarting it and that hasnt worked either.

Try a hard reset on your phone. Hold the home & power button at the same time till you see the apple logo, then release them.
