I can see your point; however, both of those situations are highly unlikely. iCloud has had virtually no downtime since it was launched. There have been a few small hiccups, but comparing uptime to downtime, it's less than 1%.
In today's connected world, it's hard to see a place where you would be totally without a data connection. The only place I'm not able to get either 3G or 4G is deep in the woods. Verizon has nearly the entire country blanketed with data.
