My first question is there is this folder seen below called family. I don't remember creating it and I can't get rid of it. Any ideas?

The Family folder is one pre-added by Apple. No, it can't be removed. Personally, I just corral all my nonused preadded Apple apps that I never use into one folder I name "Garbage"...and banish it to the very last blank screen. Out of sight...out of mind.

And...not to my knowledge. I defer that question to another member or Moderator...

It looks like iCloud Photo Sharing. You should be able to delete those photos if they are yours. If a family member shared them, then they need to delete them.

You can turn it off in Settings > iCloud > photos

Your image is too small a portion to see where it is. Is that a folder in the main photos app album menu? I've never seen that one called family.
It says "shared album". That would be iCloud Photo Sharing.
