Will Legal Unlocks Affect Resale Pricing Of Smartphones?

You've heard the news. It will soon be legal to unlock a phone. So how will that affect pricing strategy of used phones? Historically, an unlocked phone offered a higher resale price. So, what now? It's going to be easy to unlock a locked phone. So why would anyone pay more for an unlocked phone. If it's locked, it can be unlocked with no problems. Will the resale price gap close a bit? What's your opinion?

I really don't think it will make that much of a difference in my opinion. Then again I usually sell my old phones to people I know.
