Not really, especially if you were talking in an area where the coverage isn't all that great.

Only 18%?? Consider yourself lucky. I was down 55% on a one hour call the other night on my 5. This was in an area with full coverage too!

Check this out. On 3G, estimated talk time is 10 hrs. As D and 03 stated above, coverage and signal quality can noticeably impact and directly affect battery consumption rates.

At ~ 20% (rounded up) consumption rate, you could have talked for five hours straight, assuming you started with a 100% charge.

If WiFi, GPS, Bluetooth were on and other apps were in use during your one hour call, then those features and activities would have contributed to the battery consumption.

Is your rate equivalent to the Apple estimates? No, however, given all of the possible variables and environmental conditions at play during a call, I suggest that 18% in an hour seems reasonable.
