Why does the iPad work with my messages and my iPhone 6 Plus doesn’t?

I have a 6p and an iPad, both of which I use with WiFi. The 6p is an att phone with the SIM card removed. The iPad is WiFi only and has no sim.

When I connect the iPad to WiFi and sign in my Apple ID, it populated any messages I exchange on my X; but when I connect the 6p to WiFi under my Apple ID and try to message it says it can’t without a phone number.

Why does the iPad work with my messages and the 6p doesn’t, when both are signed in to my ID, both are sim-less, and both on WiFi?

1. Is SMS enabled on the iPhone? If so, disable it and use iMessage only.
2. In the Message settings, make sure that your Apple ID is selected via Send & Receive.
