Apple's camera app shoots in 4:3 by default. You'll have to use a 3rd party camera app to get the full screen photos. I haven't found one that uses the full aspect ratio yet. 16:9 is the closest I've found. It's a bit misleading because in Apple's promotional material they show all photos fullscreen.

That’s not only on iPhone X, but also on older iPhones with the 16:9 aspect ratio. Soon someone will come up with a 3rd party app for that. But I suggest taking photos in 4:3 or 16:9, or the shape will look awkward when transferred to a PC or Mac.

Photos on the X would need to have a resolution size compatible enough to fit the entire screen. The same is true with older iPhones as well. Photos taken with the 8 Plus don't fill the Plus screen either, unless a 3rd party camera app is used with a 16x9 aspect ratio setting. Photos would need to be cropped to fit the X full screen.

It’s weird bc for an edge to edge screen phone the camera app doesn’t use the entire screen and it ends up looking so small and like a regular iPhone 8

They're photos. They are the exact same size on both the X and the 8 in aspect ratio. If you wanted them to fill the screen, they would look like this wallpaper in size.
