    Just bought my wife a SE. I noticed it does not have the hotspot function where my 7 does. Is that because the hotspot function wasn't available when the SE originally released?

    You have to initiate Hotspot within Settings > Cellular first in order to see it under the Settings page itself.

    @T-Rob : What model number is your SE? I have the option to use hotspot as well.

    Also have you tried resetting network settings as well?

    It could be that your carrier hasn’t made Hotspot available for your wife’s data plan.
    It’s best to contact them and ask about it.

    You will need to call Straight Talk or login to the account to add Hotspot feature. It probably costs $10 extra with most of these MVNOs

    Has to be the carrier! The SE does have the feature, most likely the carrier has disabled it because it's an addon or it's not available or that account type.
