Apple Podcast app: is this a bug, or expected behavior?

Hi everyone -

On the Apple Podcasts app, the “Listen Now” tab typically has the following sections:

(1) Up Next
(2) Latest Episodes
(3) Episodes You Might Like
(4) Shows You Might Like
(5) Recently Played

However, if there is nothing new pending in your Episodes list, the “Listen Now” tab goes completely blank, and only displays “No Shows Yet?” and gives information on how to add new shows.

Is this a bug, or is this actually how this is supposed to work?

I understand why the first section “Up Next” would be blank, but the other 4 sections still have value. I may be interested in viewing the latest episodes, or seeing what episodes it thinks I might like. And, there is absolutely still value in seeing a section for other shows I might like, or viewing my recently played list.

It seems like this is a bug, but since there have been several iOS 14 updates already and it still functions this way, it seems like intentional behavior.

Anyone have any idea? Thanks in advance.
