How do I turn off wifi assist on my phone.

I turned off wifi assist in settings. However when I call certain numbers, sometimes a friend or an out patient department it will not accept my phone calling. I don't know what else to do

WiFi assist is only to fall back to cellular data when and if your WiFi signal is low or acting up.

Failed calls has nothing to do with it.
I think it's best for you to contact the helpdesk of your carrier regarding this issue.
