Got charged $29.99 for hints on the WordBubbles game on my Iphone6S and they never appeared.

Contacted Word Bubbles but Apple doesn't allow them to give a refund. Have contacted Apple three times via email, but no response! How do I get my hints or money back?

Why won't Apple allow them to refund the money? Apple not responding to a customer is hard to believe. I mean, I've had a couple of occasions where I clashed with an app's developer and Apple was quick to rectify the matter.
