I'm currently using Storm. It has option for lock screen notifications. I've used quite a few weather apps, and Storm is the best I've seen in awhile.

A new app called Living Earth is my favorite weather app. Its the most beautiful weather app i have seen so far. I like the home screen temp icon for my location on the home screen icon for quick peeks glance without going into the app. World clock and weather for my favorite cities for 10 day and 2 hr forecasts. Today widget is gorgeous with all essential cities world clock and active tropical cyclones. Stars, constellations, and the milky way are displayed in time and space i wake up to the alarm clock with music playlist and wake up to a view of the planet with my favorite music. I icloud city sync all my devices in my mac.

^ Living Weather has been around for a few years now, so not exactly new. I do agree that it's a cool weather app!

Found accuweather not to be accurate. Thought about carrot but the updates to the app are few and far (October 2015)
I have beweather2 but never get alert notifications. So hard to find accurate weather here by the lake in Chicago

I also use the paid version of BeWeather 2. It uses weather data sourced from Weather Underground which also has their own app, but I found the today widget for their stock app to be rather lacking. It would take forever at times to update to the current conditions.

I'm happy with "weather bug", dependable alerts and for a small fee removes all adds

if weather bug had apple watch complications (watch has been out over a year, support is poor!), then I would use weather bug

^ I forgot to mention that I also use a separate radar app to compliment Storm. I use Radarscope. It's a bit pricey, but I feel it is a necessity when living in Texas/Oklahoma. Depending on where you live, you may not need a separate radar app.
