Need help finding an app

Hi all might not be the area to post apologies in advance....now I took graphics art in college so I like messing with photos adding taking away things from a pics etc....now my dilema I m trying to find an app that allows me to write on pics draw on pics add designs and such to a pic etc...I left apple for well over 6 years now I m back and the quality or should I say the versatility of most apple apps is mediocre imo...it was awesome in the past but now no so great...android had a lot to offer I think because developer's are given a free reign to do their best...Apple has a collar around their developers neck...not much innovation there! Sorry for going off on a tirade...any who can you recommend an app that I can use....trying to write or draw with fingers no so nice...got use to stylus! Lol see pic

I use Pinpoint a lot. You might also try YouDoodle Plus.

I use Skitch exclusively for annotations, and I love how it integrates with Evernote. You can blur with Skitch as well.
