    Maybe I'm mistaken, but isn't it impossible for an App to change VPN settings for an iOS device? I mean, unless it changes a profile I guess.

    That being said, I like Private Internet Access. As far as complete privacy goes, they're better than anything in the App Store, as you can pay them in Bitcoin, or with another company's GiftCard. Basically, buy a BestBuy GiftCard for $50, and then you get a year with them. No names or anything. Then you enter it in the normal Settings -> VPN as Karenkcoulter said.

    I suppose it depends on the source. Oftentimes, the free 'app' is associated with a paid service. Remember, you get what you pay for / the level of protection can depend on what you're willing to pay. "Free" and "security" are often at odds with each other.
