What's the difference between these two apps? Is there one that you prefer?

1Password is on sale for a while. The sale price is $8.99.

I don't know about the difference, but I do know that both are popular and well supported. In my opinion, you can't go wrong with either so if you're in the market for a good password keeping app, go for it.

I've only ever used 1Password and I don't know what I'd do without it.

I do have a question about this app. Is it user account based or is it by phone? Meaning, do I need to log in?

Data vault you will need to sign in to gain access to the apps stored passwords. My guess is 1password is the same. I have a been using data vault for awhile and like it.

1Password uses either iCloud or Dropbox for syncing and I think there is an option for wifi sync between a Mac and iOS if you have both. I'm currently using iCloud although I have used Dropbox syncing before and it worked fine.
As far as accessing passwords, not syncing them, all password managers have a "master password" that you use to access the stored passwords.

Besides the regular price and sale price I would say personal preference. I prefer Datavault. Lots of these threads on these 2 apps in this forum.

Both of these apps are going to ask you to create a Master Password to get I to the app where you set up your passwords.
The reason I like Datavault and can't speak for 1password is that Datavault has templates you can use. I would think they would be similar.
