Looking for an App similar to SBSetting. I have a 4S with ios 6.0 (still no jailbrake)

I really want an app that will allow me to hide icons
But I also miss the toggle from SB Settings. I have looked and looked and can not find anything similar. Anyone have any ideas? How hard would it be to make an app to do this?

And yes, I know I spelled Break wrong

It would probably be easy to make, except you would have to submit it to Apple for approval. And then wait for the laughter to die down at Apple, so they can reject it, out of hand for use of illegal APIs, or any other reason they can come up with.
