Is there an app that will allow an iPhone user to record phone calls?

No, not that I am aware of...yet. Also none of the voice recorders will record while you are on the phone either. At least the 4 I've tried - iTalk Recorder, Recorder, iProRecorder, Audio Recorder 2.

if you have a jailbreaked phone then you can install backgrounder and use any of the above applications to do so else also i beleive you can press the home button after the call is initiated and setting to speaker mode the call will be still active now use any of above apps.

No, that's how I tested them. They seem to record, but after the call ends, the timer is just stuck on 0:00 and obviously did not record anything.

You can record your calls with PhoneTap. I am a reporter and I rely on it for my work.
