Why do some calls go directly to voicemail?

Why do some calls, not all, go directly to voicemail? This happens when I have service and a strong signal. I noticed the problem about a month ago.

You may have a strong signal, but the person you’re calling may not. In addition, if a person’s phone is turned off, your call(s) will more than likely go straight to voicemail.

Another possibility is that they could also have "do not disturb" turned on.

Maybe silence unknown callers is turned on.

Maybe the person you are calling has blocked you?

Thanks for the helpful comments, but let me clarify. This situation occurs with incoming, not outgoing, calls. Specifically, when my Mother tries to call me from her room's landline phone at her retirement home. I have the number saved as a contact and a favorite.

Any other thoughts?

Is the Do Not Disturb feature enabled during the time she is calling?

Make sure her phone number isn’t listed among your blocked numbers.

Check with your wireless provider to make sure it is not detecting her number as SPAM.
