Adaptive brightness

I have an iPhone 7 running iOS 12.3.1 I have adaptive brightness disabled but the brightness still changes . What gives?

Update: it turns out that it wasn't disabled. I had it disabled but somehow it was on again.

Often happens, probably will with updates. I have just turned a load of stuff back off again, I think that functions are turned on to enable a change and not returned to users setting. After all Apple are proud of their little fiddlings, probably don’t understand that half the functions weren’t wanted anyway !
