I think it’s literally both working at the same time. People don’t see a reason to upgrade there 6 to an 8 when they can get a 7 which is almost identical to the 8. Then you have the people who want to upgrade their 6 or 7 to the X and the iPhone 8 was never an option. So I believe both factors are working against the iPhone 8
