TV app not working overseas without wifi

I updated my 7 to iOS 10.2 before I headed overseas for the holidays. Now that I'm here the TV (former Videos) app does not work without wifi. It simply won't load. Is anyone else having this problem? There's no way for me to watch my movies now.

Same issue here. I've been traveling domestically since Monday. Got on the plane ready to watch downloaded material and the app wouldn't work. Connected to the in flight wifi and the app loaded and content was there.

Same thing at the hotel - no wifi - no loading - with wifi the app loads and content appears.

This is on an iPad Pro with iOS 10.2

Need a fix for this ASAP!

Actually all my downloaded movies show up without wifi. I don't know what happened but it seems to be fixed.
