It's possible they may stop production of the 32 gb model at some point, with only the 128 and 256 still in production. Not sure how long they continue making the 7 and 7 Plus after the release of the 8 and 8 Plus. If production is halted, then it's a matter of what's left in stock. Not sure what you mean by a "free bump". If you have the 32 gb model, it can't be changed.

Selling the 64 GB versions for the price of the 32, is what he means. As opposed to stopping with the 32 and starting with 64, selling it for a higher price than the 32 was sold for.

Never say never. Apple doubled the storage capacities of the iPhone SE earlier this year. So there is always a chance of it happening. However, since the iPhone 7 is an iteration product with a new version coming out every year. There wouldn't be much business sense to increase the storage size for free.
