What are ways to restart without shutting down all the way?

Most probably a reboot, instead of powering it down then up again.

Sorta-ish. I don't think it totally shuts it down, like on a computer. It's a process it has to do to restart (re start, it has to be off in order to start).
It doesn't really matter, anyway

It's a hard "restart". But technically it is and it isn't LOL.

What device do you have? The above only works for the 7 & 7 plus. If you have a previous device then you'll need to press & hold the power & home buttons at the same time until the Apple logo appears.

You have to keep holding the buttons down for a bit longer and the logo will appear.

It's called respring if I recall correctly. It just restarts some parts of iOS.

Power off or (soft reset) is push the power button to get the slide to power off. It doesn't completely shut down, although it turns off.
A hard reset (full reboot) is a full reboot.
7 Reset
Hold the power/wake button and the volume down button at the same time until the Apple logo appears. Then release.
Older phones:
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
