Restarting phone?

Sorta-ish. I don't think it totally shuts it down, like on a computer. It's a process it has to do to restart (re start, it has to be off in order to start).
It doesn't really matter, anyway

It's a hard "restart". But technically it is and it isn't LOL.

This thread is a catch 22 in itself Lol but I think the OP got the answer they wanted.

When I do that I don't get apple logo

What device do you have? The above only works for the 7 & 7 plus. If you have a previous device then you'll need to press & hold the power & home buttons at the same time until the Apple logo appears.

Power off or (soft reset) is push the power button to get the slide to power off. It doesn't completely shut down, although it turns off.
A hard reset (full reboot) is a full reboot.
7 Reset
Hold the power/wake button and the volume down button at the same time until the Apple logo appears. Then release.
Older phones:
Hold the top or side power/sleep button and the home button at the same time until the Apple logo appears, then release.
