My iPhone 6s Plus has only 13 GB. when I first bought it, it had 32GB so if I reset it, will I get back the 32GB or will it stay at 13GB?

Btw, I have iOS 10 so if I reset will it automatically update my phone to iOS 12?

If you do a reset all Settings and Contents from the Settings menu on the iPhone, it won’t update to iOS 12. It you use iTunes to reset, it will update to iOS 12.

And yes, you should get 32GB after a reset.

Thanks but if I do reset all settings and content will it also delete my photos? If so, then I'll send them to a friend and he'll send me them back after the resetting

If you have your photos backed up to iCloud you should be able to get them back once you reset your phone. Another option would be to use dropbox or Google photos to save your photos before you reset your phone. Then once you get your phone number he said you should be able to have access to your photos that way as well.

    Welcome to iMore

You won’t get the total 32GBs as the OS will be using some of the total storage space

If you photos are backed up to iCloud, then no, you won't lose them.

However, iCloud storage will take up some space on your device. Before resetting back to factory, you may be able to free up some space by looking at everything you have on your device and maybe deleting some if it. Also, upgrading from 10 to 12 will not wipe your device and you'll have all apps and photos afterwards.

If the 6s Plus is a 32 gb model, you would get about 28 gb available. And yes, you would need to put your photos somewhere safe, like on a computer, in cloud apps like Box and Dropbox, or with a friend. That is if you set it up as new.
